This appears to remove an environmental obstacle to the long delayed opening there of the Family Dollar/Dollar Tree store. Both incumbent Banner County commissioners lost their bid for re-election to write-in candidates Robin Darnall and Laif Anderson.     The Kimball City Council heard the first and only reading of Ordinance No. 809 – Barking Dogs and Chasing Dogs – at the Oct. 18 meeting.
