On Feb. 23, Ethan Bibbey of the Tri-State Grapplers attended the Laramie Cowboy Club Tournament,and went 3-0 to finish first in the 6 and Under, 42 division.     Kimball Head Start parents received a letter last week from Donna Jenne, director of Head Start programs, explaining the possibility of the Head Start facility in Kimball closing. Jenne stated in the letter that the ESU13 Head Start program is awaiting final approval for its 2019-20 continuation grant from the government.     If you think Nebraska has high enough taxes on alcohol with beer currently at 31 cents per gallon, it may be time to think again. A proposed sales tax increase would hike the cost of wine, beer, spirits and tobacco to reduce property taxes throughout the state. State Sen. Tom Briese, R-District 41, introduced a bill stating that the state sales tax would increase from 5.5 percent to 6 percent.     A structure fire at 304 Berg St., a manufactured home, displaced two occupants Feb. 7 when resident Randy Harmon attempted to thaw frozen pipes with a flame as he has done many times before.     When flying into Kimball, pilots will be navigated by new LED lighting along with some new systems put in place. A lighting project was completed at the Kimball Municipal Airport in December.
