    Kimball Health Services has a new affiliation. KHS announced late Monday afternoon that it has signed a joint operating agreement with Regional West Health Services of Scottsbluff. The agreement is effective immediately, according to a press release.     Kimball experienced some rather intense snow that began close to Christmas. Chris Hammer, a forecaster at the National Weather Service in Cheyenne, said that Kimball received roughly five inches of snowfall and experienced temperatures that dropped below zero. Although 65 percent of the population is eligible to donate blood and blood products, only seven percent are blood donors.
