    Negotiations between the City of Kimball and Keep Kimball Beautiful were finished at the latest council meeting, Tuesday, Nov. 3, following the Oct. 13 committee meeting that ended without consensus between the two boards. Training began for her at the end of October in Scottsbluff and will work with children from the age of 0 to 3 years old, through Educational Service Unit Region 13.     Shawn Mannon, 39, of Kimball, was sentenced Friday, Nov. 6 for distribution of methamphetamine, a class II felony, in the Kimball County District Court. Mannon will carry out a sentence of 48 to 72 months concurrently with a federal prison sentence for violating the conditions of his supervised release, according to information from Cheyenne County Attorney Paul Schaub, who was appointed special prosecuting attorney for the case.     The Potter-Dix Lady Coyotes volleyball team on Thursday evening earned a trip to the Nebraska state championships by defeating the Crawford Lady Rams, 3-1 (25-12, 19-25, 25-20, 25-15), in the District 2 finals at Mitchell High School.
