    Michael Mansour, Senior Electrical Engineer with Exponential Engineering Company out of Fort Collins, was at the city council meeting Tuesday, February 4, to explain the need of new equipment in the south substation that provides electricity to Kimball.     Open enrollment for the Affordable Care Act (ACA) started on October 1, 2013. Since it's inception the ACA has experienced scrutiny and difficulty. The website alone was faulty and glitch filled until a mere few weeks ago. Nationally the interest in the open enrollment wained after many people experienced trouble with the site.     With the recent snow fall that accumulated on the streets this past week leaving people to struggle to navigate the roads, Kimball residents took to social media to vent their frustrations, focusing primarily on the work of the City of Kimball’s Street Department.     A tough week for the Kimball High girls as they suffered losses in their final two regular season games leaving them with a 12-10 record going into sub-district tournament play. On Friday night, in the final home game of the season, Kimball fell to a scrappy Hemingford club 56-52 after leading almost the entire contest.     The Kimball High boys' basketball team picked up two more wins this past weekend to run their season record to 18-3 with one more regular season contest remaining on the schedule.     Damian Rutledge battled his way to a fourth place finish in the 220 pound weight class at the C-4 District Wrestling Tournament held in Hershey this past weekend and is headed to the State Tournament in Omaha this weekend. His qualification gives Kimball a state qualifier after a few years of absence.
