    The Kimball Board of Public Works suggested to charge a $25 fee for residents scheduled for utility disconnection but who pay before their utilities are disconnected at its Sept. 8 meeting. The board is scheduled to vote on the matter at its next meeting. The board originally took the matter up at its Aug. 25 meeting, but decided to table the matter until last week.     The Kimball Board of Education held its first regular meeting with new members Heather Norberg and Carrie Tabor on Monday night. Norberg and Tabor were chosen to replace former board members Jared Schnell and Theresa Keller, who both resigned last month as they each moved out of the district.     This budget process for the City of Kimball is nearly complete. The public hearing for the budget was held Tuesday. The budget for the coming fiscal year shows proposed shortfalls built into the budget that can be attributed to funds that are coming in but cannot yet be accounted for, while the expenditures that are planned must be accounted for on the written budget if the city wants to use those funds.     The Kimball Police Department’s K9 Xana has been awarded a ballistic vest thanks to the non-profit organization, Vested Interest in K9s, Inc.. The vest was sponsored by animal lovers, Henry and Martha Moret of Colorado.     Enrollment in the 2014 and 2015 Average Revenue Coverage and Price Loss Coverage (ARCPLC) Farm programs will end on Sept. 30, according to Robert J. Nagel, Kimball County Farm Service Agency (FSA) Executive Director. Nagel said this is the third and final step to complete 2014 and 2015 crop year activities for enrollment in the Farm Program.     Injuries and lack of participation have ended the Banner County High School football season prematurely, and could put its future in doubt. Banner County activities director Kari Gifford confirmed Monday that the school canceled the remaining six games on its 2015 schedule.     A hunter safety class will be offered for those age 11 and up on Sept 28, Sept. 30 and Oct 2. The classes begin at 6:30 p.m. each night and there is no cost to attend.
