    On Nov. 15, the Kimball County Commissioners returned in the afternoon after the morning portion of their meeting for a session with the Kimball County Transit Service. An update from administrator Christy Warner reported that KCTS has had 175 phone calls about the DIA trips, known as the Red Line. KCTS has 40 rides currently booked for DIA.     "Ferals cats are responsible for most of the cats that end up in the shelters because most people get their domestic cats fixed. Feral cats do not and just reproduce by the gazillions.     After a weekend trip to Fort Collins, 25 Kimball cats and kittens have been returned to their colony. The cats were trapped on Saturday evening. Sunday is clinic day in Fort Collins, where they were spayed/neutered and vaccinated by four volunteer veterinarians and a host of other volunteers.     According to the Nebraska Department of Environment and Energy, the site of 511 W. 3rd Street in Kimball passed a Tier 1 investigation. This appears to remove an environmental obstacle to the long delayed opening there of the Family Dollar/Dollar Tree store.
