    On Tuesday, manslaugher suspect William Shane Serrano appeared in Kimball District Court for a bond review and arraignment. Barb and her faithful friend Mia pose under the oak tree. Also in the front yard is a choke cherry tree, as well as a variety of hosta and peonies.     The Kimball City Council is examining a noise control ordinance. On Tuesday, June 21, the council members were supplied with a noise control ordinance from Lincoln, which covers everything from definitions of decibel to motorcycle and muffler definitions. The ordinance addresses administration of a noise control program, noise disturbances prohibited, motorized vehicles and motorcycles on public right-a-ways, as well as penalties.     Kimball will celebrate July 4 with activities at Gotte Park from 10 a.m. to noon on the holiday next Monday.     Information was released Tuesday during the correspondence segment at the regular Kimball County Commissioners meeting that Tall Grass is proposing switching their pipeline from natural gas to CO2. The Tall Grass pipeline runs in the southern portion of Kimball County. They anticipate pushing CO2 to the west. The approval must come from the Federal Energy Regulatory Commission.     The Nebraska Department of Environment and Energy has temporarily withdrawn its intent to renew Clean Harbors Environmental Services' permit regarding hazardous waste storage, treatment and disposal under the Resource Conservation and Recovery Act. The NDEE notified the Observer about the decision in a letter dated June 8, saying it needed to “reconsider several conditions of the permit.” The NDEE also postponed the June 14 public information session regarding the permit.     Yard of the Week went to Bonnie Risk at 214 W. 9th St. in Kimball. Bonnie's yard was nominated anonymously but there is nothing anonymous about her beautiful yard and flower area.     Built in 1918 and demolished in 2022, the old store located at 123 Myrtle in Dix has been the talk of the town. Sitting squarely in the middle of the building is a large old safe.     Members of the community of Dix were up in arms about the need to remove a damaged building in downtown Dix, but then demolishment of the structure began Tuesday. The former multistory commercial building at 123 Myrtle Str. sustained substantial wind damage in early April during a wind storm and suffered a large hole in the south side wall.
