    The U.S. Air Force is holding town meetings and community engagements in Wyoming, Colorado and Nebraska to inform the local public and landowners about Ground Based Strategic Deterrence activities planned in their areas from April 18 to 27. The Air Force has started the process of determining real estate and utility easements needed for the new intercontinental ballistic missile system expected to break ground in 2026.     Good morning, Harrisburg! Here we are on the final stretch of April with May flowers on the horizon. Things will be hopping at the school in May and soon out for the summer. In the mean time they have high school track on Friday the 22nd. at 9 a.m. in Pine Bluffs.     A team from the 90th Explosive Ordnance Disposal flight assigned to F.E. Warren Air Force Base, Wyoming, was deployed to this area to conduct a series of controlled detonations on Tuesday, April 12, to render the scene of a totaled Humvee safe following a fire while the vehicle was transiting Highway 71 near Kimball on April 11.     Update from the 90th Missile Wing public affairs: On April 15, the area of Nebraska Highway 71 near Kimball where a U.S. Air Force Humvee burned has been determined clear and safe by 90th Missile Wing Explosive Ordnance Disposal personnel. Airmen from the 90th Logistics Readiness Squadron have worked with personnel on scene to safely remove the burned vehicle from the roadway, securing it to a transport vehicle.     Vehicles navigate the corner of Third and Chestnut streets in Kimball during the power outage Monday, April 11. Stop signs replaced traffic lights at Kimball's busiest intersection, which Western Area Power Administration (WAPA) scheduled for service work. The outage had been announced to last two hours from 8 to 10 a.m., but it lasted about 4 hours and 10 minutes from 9:18 a.m. to 1:28 p.m. The Observer left a message with WAPA seeking comment.     The Kimball County Board of Commissioners met in regular session on Tuesday to receive an update on Kimball Health Services. Kayla Fennell was appointed to replace M. Timothy Nolting on the Kimball Health Service Board of Trustees. Nolting recently resigned his seat on the board.   • Banner Defendants Plead No Contest

    Two Banner County officials and one Banner County employee pleaded “no contest” Monday to an amended charge of “attempt of a Class 2 misdemeanor.” All three were found guilty of the charge and sentencing will occur in May for the individuals. The City of Kimball has announced that the power supplier Western Area Power Administration (WAPA) will be shutting down electricity to Kimball parts of those two days. On Monday, the power will be shut down for 2 hours but Thursday, make a plan because from 7 a.m. to 5 p.m., the WAPA power will be shut off.     The Kimball School Board met for a special meeting on March 29. With all members present, a vote on the purchase and replacement of seating in the Harry McNees Auditorium was the main item on the agenda. According to Superintendent Trevor Anderson, there are now 763 seats in the auditorium. The board voted to replace the seats with 450 new larger seats with the cost not to exceed $107,199.50.
