Observations all along the line - Kimball & the Southern Panhandle First
A murder suspect on the lam out of Laramie County, Wyoming was arrested without incident on Sunday, Dec. 2, shortly after 5 p.m.
Just three hours prior, the Kimball Police Department, along with the Kimball County Sheriff's Office, received notice from the Laramie County Sheriff's Office out of Cheyenne, Wyo., that homicide suspect, Armando Ramirez-Serna, age 21, was being harbored in the Kimball area.
"The Nebraska State Patrol and the State Patrol SWAT Team were notified as well," said KPD Officer Mike Winget. "Detective's from Laramie County advised all agencies that they believed Ramirez-Serna, age 21, who had a warrant out of Laramie County for first degree murder, aggravated robbery with a deadly weapon, first degree arson, and concealing a felony was located at a local Kimball residence."
The four agencies, also accompanied by Nebraska Game and Parks, responded to the location where Serna was believed to be. However, after a search of the residence was preformed, Serna was not located at that time.
"Shortly after the search was conducted, new information arose that Serna was staying at the 1st Interstate Inn located near I-80 with his girlfriend, Raquel Rodriguez, age 19," Winget added.
According to the statement, once all agencies responded to the new information that led them to the 1st Interstate Inn, a "short stand-off", took place and Serna surrendered to the NSP shortly after 5 p.m. Rodriguez was also taken into custody at that time. After the KCSO procured a search warrant, agencies located a large quantity of marijuana, as well as, evidence to the homicide that occurred in Laramie County.
"Serna was arrested for his warrant out of Laramie County, then transported to the Scotts Bluff County Detention Center. Rodriguez was also arrested and charged with possession of Marijuana, greater than one ounce, as well as accessory to a felony, which in the state of Nebraska is a Class IIA Felony.
The Laramie County Sheriff's Office had been searching for the location of Serna, for more information regarding the murder of Justin Robinson, and the burning of his mother's Lincoln SUV earlier last week.
The body of the 19 year old Robinson was found in a reservoir just east of Cheyenne, and the SUV was found earlier last week. There have been four arrests made during this investigation, including a 17 year old male whose name has not been released, on charges of first-degree murder. The arrests of Serna and Rodriguez in Kimball County, and also Austin Aranda in Laramie County, who was arrested on suspicion of accessory after the fact to first-degree murder.
