City Council OKs Land Across From Kimball County Manor As Multi-Family
After public hearings and agenda items, the Kimball City Council rezoned two properties from single family residential to multi-family residential for a planned Clean Harbors housing developent.
At the public hearings, the council heard neighbors of the properties voice concerns about traffic, the number of apartments, and the stipulation that Clean Harbors open the apartments to the general public.
The two rezoned tracts directly north of Kimball County Manor were re-plated to one tract. The agreement states that the city will install utilities to the property line.
Resolution 2023-16. a notice of the proposed sale to Clean Harbors, was approved by the council at the special meeting on Dec. 19.
Kay Moench, Carolyn Woods, Anita Paxton and Brian Johnson spoke during the public hearings.
Moench and Woods spoke about the traffic and parking issues surrounding the Kimball County Manor and said that there were too many apartments for the properties. The Clean Harbors apartments would border Paxton's property, and she wanted to know that a fence would separate the properties.
In a heated exchange with Mayor John Morrison, Brian Johnson was adamant that the Clean Harbors agreement stipulated that the apartments were to be open to the public, but Johnson said the apartments are now for Clean Harbors employees.
