No Decision On Future Of Windbreak

Two Kimball City Council agenda items on May 15 were discussed but no action was taken on either a salary increase for the city clerk or an interlocal agreement for a proposal in which the city would purchase the Windbreak Restaurant from Kimball County.

The discussion of the Windbreak purchase prompted council member-elect Austin Garner to read this prepared statement:

“The progression of the ballpark/land swap and Windbreak transaction to most seems to be convoluted and veiled in secrecy. The lineage of this idea is cloudy and details are vague at best.

“In order to clear up some concern voiced by many constituents I am requesting that the city attorney prepare two affidavits that I would like to see all voting members on this issue sign (City Council, County Commissioners and any other voting members).

“The first affidavit would be acknowledging that they are not any type of investor nor do they have a financial stake in the Windbreak currently. The second is that they do not plan to purchase nor their spouse, corporation, S Corp, LLC, family trust, land trust, trust or any subsidiary they own or are a part of plan to purchase property in the proposed ball field development within the first 5 years starting once the first groundbreaking on a first single family residential begins.

“If any member is unwilling to sign the affidavits then it is requested the member abstain from any current and future voting on the matter due to Roberts Rules of Order “conflict of interest” due to potential monetary gain.”

After Garner read his statement, there was no comment or discussion.

In the other item, the council approved the Kimball city clerk’s job description change, but a decision on salary increase proposed for a clerk/human relations position was tabled.

The council will meet May 28 in its next regular session.
